which involved a tree in a right-of-way that was adjacent to a house, water feature and an
outdoor kennel with a dog inside.

inspecting 42 pieces of equipment commonly used by Utility field crews.
Instructors charged the students with determining if the equipment had a
flaw and, if so, identifying what the flaw was.
